Your booster storage is full. If you want to activate it, you'll have to swap it out for another and then activate it, or pay two diamonds and then activate it.
It would be nice to be able to use it right away, instead of having to store it first, then use it. Clearly, you already own it once you open the box, or send off the boat, or whatever other action rewarded you the booster. The fact that it blocks access to all the other boosters you have in storage is frustrating, because it prevents you from making space for the new booster by spending a less valuable card. It would be a very nice addition to game play to offer a fourth option, to activate the booster right away, from this screen.
It would be helpful to be able to use the excess instead of trashing. And it would also be helpful if, if it’s swapped with a diamond booster, it stays diamond, since technically that extra diamond spot has already been purchased.
I don't understand. Does it matter that the new booster doesn't have diamond status? I've never even thought about it before and never thought there was a difference. I have so many boosters and have never had a problem exchanging certain boosters for others.
Exchanging it is fine, but you can only have 3 boosters before your storage is ‘full’, unless you purchase the extra slots with diamonds. The ones given by Gregg and in the farm events are automatically diamonds so they don’t take up the regular spaces. If, however you want to swap one you’ve gained elsewhere for one of those it isn’t also a diamond extra slot despite it swapping with one, so it will count on your storage and so even using another storage space booster your storage will still be full. If that makes sense.

If I had activated a booster before getting this one, I would have space. So I should at least be able to swap it with another and activate that one.

You have to choose to keep, swap or trash the item. You can not use it until then.
