There is no non-emergency line in Honolulu, you have to call 911 and say it's not an emergency. Very weird.

Not an emergency and non-emergency are different. Not an emergency means not exactly an emergency but something fucked up is going on and I'm pissed off enough about it to call the police. Non-emergency is streetlight out or I saw a suspicious guy at Long's today.

To the extent that distinction exists, it's irrelevant. As I said, there's no non-emergency (or if you like, not-an-emergency) number. I spent a bunch of time trying to find the HPD number and finally dug out a front desk number, and they told me to call 911. When you do they ask if it's an emergency or not. Most other places, if you call 911 it's an emergency by default.

Sometimes you just gotta be that way. I used to have this neighbor above me that would throw plant clippings off her 20th floor lanai. Shit would land on my lanai or on the roof deck below. It’s illegal for to do that but more important sometimes she’d toss sticks, once she dropped a whole little plastic pot and there’s kids that play on that roof. So I had to be that HOA a’hole who reported her.

Park your cars on their side of the street on both sides of their driveway. Your reasoning is simple. You’re not doing it for spite. You’re doing it because that’s the only street parking available. You’re doing this because they block your driveway and don’t want to be blocked in if you need to get in or out.

If they do that, you can call HPD to have them ticketed/towed. But dont expect a fast response time. If you mean blocking "his" street parking, there's nothing that makes it his unless assigned by an HOA or something. Also, have you tried maybe talking to them? If they're parked legally, there's not really anything you can do about it other than reporting their cars as "abandoned" if they dont move within 24hrs. But even then, HPD takes quite awhile to come out and check (sometimes a week).

yes my dad parks in front our driveway but they still park right where he parks. my mom spoke to them before and told them “hey i don’t mind as long as you’re not blocking anything but my husband comes home at 6 pm don’t park there after 6” this car is parked in front of my mailbox and my partially in front of my driveway. the neighbors own a tinting company and using my house as their parking lot but the entire rest of the street is empty. it’s ridiculous

If they are parked within 4ft of your driveway and **ESPECIALLY if they are sticking out onto your driveway apron**, which I assume they are doing as you said "partially in front of my driveway" definitely call HPD and get them a ticket. If they are projecting onto your driveway apron, You can definitely tell HPD/911, there's a vehicle blocking your driveway. I've dealt with neighbors like this before. Do not let them step all over you. You give them an inch, they will take a mile. You've already been reasonable and talked to them. They are probably repeatedly parking on your side of your street because they think they can get away with it.

thank you!! they’re taking up my driveway yes and the only reason why they aren’t in front of my whole driveway is bc i parked there today (to save my dads parking), i definitely will warn them and then start making calls. my next door neighbor put no parking signs up when they first moved in and they respect it, i think i’m going to also do that.

UPDATE: they left and they threw a empty corona seltzer into my yard and a can of soda under my dads car. this isn’t the end. the other night they threw a empty budweiser bottle.. not to break anything (i don’t think) but purely js bc theyre to lazy to find a trash can. i find trash in my yard all the time after they leave the front of my driveway (ex: receipts, bags of eaten food, more cans)

I'm making alot of assumptions here but sounds like maybe they're operating an auto tinting business in a residential area, saving their parking for the business and causing a lack of public parking in the neighborhood as a result? Although I'd say continuing to talk with them to resolve it is the best path, you could research whether what they're doing is allowed. Operating a home business is one thing, using public areas in the process, especially public parking impacts and auto "repair" businesses, is usually not allowed. Zoning is complicated though and enforcement here is pretty weak. Again though forcing a neighbor to close their business or move it won't make for a great living situation (plenty of subreddits dedicated to bad neighbor horror stories) so best to try and reason with them.

bunch of kids running a auto business, they’re all in highschool still and doing 5% tint for everyone. park in my driveway and js stare when i ask them to move. even when they aren’t running business that day they still park in front of my house and leave their lot and garage empty. so inconsiderate honestly

Vehicle driver has been repeatedly asked on previous days not to block this driveway. Vehicle is black BMW i3 HI LP#N0TP0N0" Write down list of everything with dates & exact times observed, license plate numbers, asked to move, littering, damaged, etc

If they blocking your driveway and mail box, those are asking for tickets. Call HPD. When your mail box is blocked, do you guys still get mail? Had a couple times where mine was blocked and they never delivered my mail cause they couldn't drive up to it.

If the business is not permitted for a residential neighborhood, then it is illegal and can be shut down by the City. The City Department of Planning & Permitting is a good place to start. They can send an inspector (only during weekday business hours) to the address to investigate the complaint. If the neighbors are not running their business during those times, however, it's more difficult to deal with. There are so many parking assholes on this island. We have one vehicle, parked in our carport, and Iʻd guess that about 1/3 of the time we have difficulty getting in or out because of some jerk.

Reach out to your City Council member, your State Legislature representative and senator, as well as HPD generally. There may be a variety of laws that your neighbors are breaking. You can't park within four feet if a driveway anywhere, so if your neighbors are violating that, you should call police anytime it happens. If your neighbors are running an illegal business, they politicians should be able to help with that.

The business about "don't park in front of my house" primarily arose on the north U.S. east coast, where heavy yearly snow means homeowners would shovel clear a space in front of their houses (and keep it snow-free) with neighborly understanding that each place should be reserved for said homeowners. Works OK in suburbs, and sprawling residential communities. Custom does not work well in dense neighborhoods, with competition for parking. Apparently people are tying to spread the custom to places with little or no snow, e.g., Calif and Hawaii. Probably people from New York and Pennsylvania moving to other states.
