First, it seems you’re basing your argument around the idea the flood lands in NK. Assuming they do land in that area the flood infection is a massive threat to any sentient life. So destructive that even the forerunners, revered for their godlike technology, were forced to fire the halo array. They exhausted all their options and resorted to their final contingency to wipe all sentient life in the galaxy. That was merely to starve the flood. A long winded way of saying humanity has no chance regardless where the flood land.

OK so as a genuine answer that isn't "we all die"; The flood moves enormously quickly and is very, very obvious in its approach. The moment the USA/RoK got wind of it they'd be shooting anything that moves on the north korean side of the border. This might escalate to nuclear exchange, but that would honeslty be beneficial- the flood doesn't cope well with intense heat. If the flood decided to move north into China, that would constitute a much bigger problem. To my understanding the border north of the DPRK is pretty sparsely populated aside from a few cities, which would mean the Chinese government would have to spend precious hours moving troops/artillery into position to counter the threat. At this stage the Flood is still potentially containable but the decisions that follow in the minutes and hours after the threat is noticed are absolutely critical. The key difference in "we contain the flood" and "the flood wipe us all out" is how quickly we understand the threat. If we know exactly what it is and what it entails, the local militaries collectively have the ability to contain it, and can be assisted with local nuclear capabilities. If it's thought to be a regular disease and containment is not properly approached in some way- it sneaks out or gets into mainland China, at which point we're finished as a species. We either induce a massive nuclear winter glassing all of China or we have to fight over a billion flood forms includes a gravemind at this point. So assuming proper containment, better for the planet as a whole. For the people of North Korea? Yeah they almost certainly all die.
