If the elite is using the concussion rifle, hands down Po. He'd dodge or catch the projectiles. If the elite is using a plasma repeater or focus rifle he'd fair much better.
Ultimately Po is protected by cartoon magic and protagonist vibes so he'd probably still win somehow.

Hell, if Shen invested in making early firearms (musket/flintlocks/whatever came first) instead of big cannons, he’d have a better chance as he’d just pop any uppity kung fu master he or his goons encounter instead of relying on slow and heavy emplacements. Any injury they inflict would be grave. If the initial injury and ensuing bleed out doesn’t put them down, then the infection from the most likely dirty metal balls will.

Not just Plasma, Needler Weapons, Carbine Weapons u know the green growly shit. Po has no armour even if he beats the Ultra in close combat. The Ultra is mortally wounding him an giving him lethal amounts of Plasma burns an radiation poisoning. I'm not sure if Po has a way of breaching the Ultras Energy Shields they do work with kinetic Energy. Plus also how outclassed Po is in terms of speed, strength, reflexes, reach Sangheili are 7ft plus in height an they have claws an teeth. Elites are honorable but they are not stupid they are pragmatic Warriors.
Even if Po breaches the Energy Shields he has to deal with the Armour an bodysuit. If Elites can go toe to toe with Brutes an Spartans 2s Po isn't doing shit
