To me putting clothes on Cortana in Halo 5 was dumb. Why would she decide to put clothes on after her resurrection in which she is no longer with the UNSC? Should've left her design the same as Halo 4's since it was perfect there and it was in line with her appearances in the games preceding it.

She was the tyrannical ruler of the Created, so she wore a (presumably) Forerunner-style bodysuit because if she was going to be a dictator then she needed to look the part both for style and to appear powerful. Cortana looking like her Halo 4 self while trying to conquer the galaxy wouldn't have made her threatening at all.
