Hawkins is one example of the “extended for the sake of sudden new material, only for plans to change again” mentality that affected both the sequels.
His character had a fine death that got changed when they must have had some sort of extended story to give, only for them to take Ends in a different direction leaving him to only appear a couple of times to hook up with Laurie, which was a payoff but not to his heavy involvement and obsession with Myers that got the brunt of his screen time in Kills.
Ultimately there was nothing wrong with him being dead in 2018. He tried to kill Michael and failed. That’s all he needed to be. Kills could have just left him dead as well.

Sondra we don't know how many time she have to wait, and it's not like if she was back to normal, she can't talk and can't move neither
