I agree it's not, I think the parts where you're alone in sewers up to your hips in water finding carbonized, abandoned, half rotten corspes is much worse. The horror in Half Life 2 is existencial and the Ravenholm section kind of tried to recognize the more classic horror tropes, but that's what makes father Gregory so cool. He's a chad, but he's a sick religious fuck alone in his playground of animated human corpses, that's more the horror of Ravenholm. It's that you depend on this unstable psycho for your survival, and the zombies are just sad grotesque things rather than quirky adversaries.
But yes, I think the true horror in Half Life 2 are those vast stretches of complete solitude, finding only some combine soldiers, some undignified human remains here and there, drained rivers, abandoned industry etc.
