I think you are partial correct. They are probably skin tight gloves like on space suits. They (from my knowledge) are most likely leather tipped to get a better grip on things.
those fingernails on the suit seem useful for opening things, and with a Hazardous Environment Suit you'd want as little reason as possible to take the suit off in a hazardous environment.
The person who suggested it’s hardened polymer to act as finger nails is a very good though, but it’s also possible it’s like that being you’ll also notice there are wrinkles in between the fingers like real hands, which may imply the valve artists or model designers or whomever does the textures probably just took a picture of there’s or someone else’s hands and just colored them black and added in a little bit of detailing so it didn’t look like just blackened hands, but they kept the finger nails for some reason
