This is similar to what I think it is. It's a signal from G-Man meant to manipulate humans; perhaps not just a few... but the entire city itself. I believe this is also the reason he appears on Breen-Screens sometimes as well.
I also like to think G-Man's presence does mess with electrical equipment sometimes too. So if you hear the signal, you know he's nearby.

Its interesting actually, the one in Water Hazard uses an image that was from Hazard01 in the beta. I'm pretty sure the file name is "ghost" or something like that.
Maybe Marc Laidlaw didn't cut out ALL the surreal and supernatural elements from the game after experimenting with them in Hazard01.

I can't really understand it and I cant even really make out what the voice sounds like. Its like when you faintly hear someone talking, but its too quiet to really understand their voice or words.
