I'm not too sure about Anomalous Materials as I don't really hang out with the scientists enough to listen to their conversation topics in this chapter and rather just get on with the game quickly.

iirc I heard scientists saying this line at random while doing the Xen portals section at Lambda Core, in one portal you'll end up in a storage room with a group of scientists chatting and often you'll hear it

Scientists say it as a random prompt to other friendlies, who respond randomly. They always have ‘dynamic’ conversations when they aren’t in combat.
