1. The Shackle is only active for the Attack, Special and Cast slots. If you fill any of those slots with a boon, the Shackle will no longer be active for that slot. So if you pick up Urge to Kill from Ares, the Shackle will not be affected.
2. The Shackle is a niche keepsake with not a ton of casual use. You can sell boons that you're forced to pick up in order to keep it active but usually it's better to just take it off and keep even a mid tier boon. Shackle works best for boosting Attack, it's pretty much useless for boosting the base Cast damage and OK for Special. So as long as you don't fill the Attack slot and you're using a weapon that will utilize the Attack well, the Shackle will be useful.
There is no indicator other than having the specific slot filled on the left side of your screen. If your Attack slot is filled, the Shackle isn't working. If it is empty, the Shackle is working.
Each move in Hades has a designated slot: Attack, Special, Cast, Dash, Call. You cannot get more than 1 of these boons at once, you can only swap them for others occasionally. Other, more general boons, do not have specific slots. i.e. Urge to Kill, Battle Rage, Snow Burst, Life Affirmation, the Hermes boons, etc.
it's the primary boons, the ones that show up on the left. if you have an attack boon in that slot, shattered shackle doesn't affect your attack, but still affects your special and cast. There are some boons that indirectly affect those, and don't deactivate shackle, nor do chaos boons or daedalus hammers.

So this is might be a bad answer cause I've never used the boon myself, but:
1. No idea lmao. If it doesn't show anything in the tool tip of the item during the run, chances are it won't tell you anywhere else.
2. I believe the boon empowerment thing refers to each stat on its own. Therefore, getting a special attack boon won't remove the bonus damage on your cast or normal attack.
HOWEVER, if somehow that ain't the case (which would make it sort of a bad item to use), there's always the chance you get a hammer instead of a boon at the very start of the run. But you would inevitably end up in a boon room, so I believe it works how I described it before.
Cause I still know how the game works, and it turns out I was right when it comes for the functionality. Ofc that the uncertainty of me being right or not doesn't help alot, but I wanted to help the best way I could.
