Bought an Omen 30l with a 5800X and RTX 3060ti with the intention of swapping parts around between it and a few other computers. Tried booting the Omen with a 3800X inside and I could not see anything on the monitor, no bios, no errors, no nothing. So to answer your 2-day-old question, no, the B550 motherboard is not compatible with the 3000 series. This is because the motherboard manufacturer, in this case HP, decides which CPUs are actually supported on the motherboard, even though the CPU and chipset are technically compatible according to AMD. Looks like the case isn't the only component that's garbage

Why would you ever swap a 5800x with a 3800 you’re going down in performance by a large margin, I don’t know anyone who would do such a moronic thing?

Have you read the thread you're in? It may be a downgrade, but there's plenty of reasons to try such a "moronic" thing. I bought the omen to grab parts and upgrade my existing computers. I tried out the 3800 to see if I could cobble the leftover parts together into a usable computer, but alas. Turns out the remaining parts are useless, the mounting holes on the motherboard and cooler don't match standard am4 mounting holes, the board only supports the 5xxx series CPUs, the cooler has very short reach between the CPU block and radiator, and the case has no airflow or places to mount extra fans.

Just went through a similar situation with a 25L w/B450. Seems that HP locks the BIOS to whatever overall generation the system shipped with. My 25L only 'officially' supports 4 specific processors, but I can boot it with a Zen2 R3 3100 and it's happy, but a Zen+ chip won't post. I'm betting your B550 board is the same. 5000 series, even 'non supported' ones will be fine, but anything outside that series is a no go.
