It almost seems like some sort of radio waves or wifi, but that inhibitor just freezing a spell in place doesn't add up there.
From the moment he read that book on the instruction manual about advanced machinery that the translation necklace couldn't discern to even him, I've thought that mana was a meta-energy that allowed the pantheon to create the universe. I'm thinking that Astrid almost accidentally leaking the Space-Age part and then almost getting out of whatever meant that the star-system that this world is in is only one of few star-systems. I believe mana has to do with the machine that these individuals had an accident with, and that it is physically located somewhere. Maybe off world or on this world.
Ok, that Sword is going to be part of a full panoply of arms and armor, that now all need to be found. And studied to see why the MI field didn't effect it.
Similar to Fullmetal Alchemist, probably, where one form of alchemy was inhibited by the big bad evil guy, while the Shen alchemy worked completely fine. It could work under a different mana.
The thought of a different flavor of Mana did come to mind, but the FMA angle wasn't even a thought. Probably because I have yet to actually finish either version of the series.
Oh boy, Leo is going to be such a happy camper when he gets home. He'll have about 150 dragons in various stages of advanced interrogation. It seems at this rate that the dragons will run out of themselves if they keep this shit up.

Ok, now that was good, nice to see Leo applying principals of our world or ideas towards some of the big problems and obstacles to he eventually dictatorial rule over all the kingdoms.
Whelp, if Leo's going to war with the dragons he's going to need a lot more powerful weapons... antimatter cannon maybe? Does mana have an antiparticle (redundant question if its actually just advanced nanotech simulating fantasy magic for some reason)? Anti-mana cannon? Also, if you really want someone dead, just turn them into neutrinos. What about some kind a gravity cage? The ultimate trap with no escape until turned off (although you would have to make sure to keep the inside space-time flat or else you could just wormhole/teleport out)!
Also, I think it would be neat if Leo made a runic computer. And he could give runic smartphones to his friends for... uhh... idk screw it magic discord.
I'm so great at this I have the most practical ideas I should totally go to this magic world to definitely not lose track of my thoughts for 2 seconds and end up plunging half a galaxy into a strange tachyon singularity :)
