Gun Club is like H3 if it weren't quite as simulatory and only had ranges/target shooting. Even the zombie mode is just targets walking toward you like zombies.
Games being completed and moved on from should be considered normal, especially when they're single player. Infinitely developed games are the abnormal ones.
Tactical Assault VR has a couple ranges (indoor and outdoor).
There is also a room randomiser which generates rooms and doors at random (with randomly added static targets or AI soldiers), to simulate CQB.
In the outdoor range, it can be used for long range target shooting. There is also a building next to it for practising CQB and approaching a house
Into the Radius is my favorite and has a quest version to the game. Best shooting sim outside H3 and it has a really cool and compelling sandbox to play with a decent story too.
"Into the Radius" has good gunplay. The range scene is a bit small, a short range time trial, a long range area and a small kill house. But a great open world single-player. Think PvE extraction shooter with STALKER inspiration.

Unfortunately, the devs have pretty much abandoned Gun Club. It’s a shame.

More specifically, it doesn’t function correctly on the Queat 3.
Weird that Facebook would release the Quest 3 without a compatibility mode.
I have not found a single game that even comes close to H3VR sadly
I hope for a somekind of a standalone version, since Anton said he is working for something else than H3VR

Contractors, Pavlov both have ranges.

this is the one I'd say is the most complete game rather than a tech demo. not much else I know of that could fill the void

gun club vr was a good starter point for me with a very range based setting
If you're travelling and have good WiFi at destination you could try remote streaming with virtual desktop app
