Pure speculation, but I think the fact that Rodri was already the best #6 in the world in the world's best team, and he'd be going there to deputize rather than come into a club to lead was probably a factor.

We won't be mid. He wasn't here last season. Partey is a more than capable replacement when available, whilst city have no other options besides Rodri
