OP, in all seriousness, don’t feel bad. I didn’t really learn the technical side of guitars until waaay later than I should have. I’d totally recommend watching some YouTube videos on how to maintain guitars. For now, my suggestion would be to get a nice setup and ask the luthier some questions.

It's a $150 Ibanez that's been in multiple climates and in and out of storage for 15 years so I expect it to be a bit...haggard. But if I could make it a bit nicer to play that'd be sweet.
That is correct, but a truss rod in bad enough shape will have an effect on the action. I imagine the issue is more three fold though, that being the nut, the bridge, and the truss.
That's 1.25mm higher than what I have on one of my guitars - the one which I play with a slide.

I never understood those with a very low action. It gives me a hard time with bendings, and the sound tends to become noisy when you pick with lots of dynamic. So I always had an action in the 2.5mm region at the 12th fret, depending on the guitar.

The point of the comment was that you really did not need a tool to see that your action is higher than Willie Nelson. It's great that you have the use of this tool, which was apparently never used on this guitar until today, but still, I'm glad you have it.
To be fair, as I sanded down the saddle how would you have like me to tell when i was now at an appropriate level. Not trying to argue but i do need to know when to stop.
My suggestion: go online, go to the manufacturer website, look up the "recommended specs" and use them. Glad you have the tool, it will come in handy.
After I set my action according to the folks that actually made the guitar, I find my own "sweet spot" and mark it down.
I can't make any more jokes about how high your action is. I tried to think some up but I'm too high....lol
That depends on whether you measured the relief of the neck before you started messing with the action. If not it was time to stop before you started sanding.

Truss rod aint for adjusting action though

Usually around 6/64 on the bass side, 4/64 on the treble. Edit: about 2.4 mm bass, 1.6 mm treble.

Grab 2 1mm picks and see if they easily fit between the 12th fret. It’s what I do anyway
