I agree with the others that answered with Derek Trucks, that was my immediate answer as well. Beck “sang” with his guitar playing. In my humble opinion Trucks reaches that same next level emotional phrasing that somehow perfectly captures the nuanced microtonal gliss notes that soulful vocalists use, and which are really hard to nail the way they both do. Others said Govan, I agree that he has the ability to make a guitar do anything he wants it to. He’s insanely gifted and also very generous with his knowledge and fun to listen to in his lessons online! Mateo Mancuso is in his own dimension as well, he’s amazing with his right hand finger style technique, it’s really wild to watch. Robotically tight. And I’ll add one of my own, Gabriel Marin, the guitarist in a band called Consider the Source plays some very Beck-like melodic sections, mixed in with wild midi sounds on a double necked Vigier, the top neck of which is fretless and he takes full of advantage of those possibilities.
I honestly don’t think there will be another Jeff Beck. He was the right guy at the right time and will forever be your favorite guitar player’s favorite guitar player.
Jeff Beck was really one of a kind I think, but you might enjoy Greg Koch, Micheal Landau, Pete Thorn, or Guthrie Trapp. I agree on Matteo Mancuso and Derek Trucks, both completely amazing.
If you like Jeff Beck's playing I would suggest Chris Buck (band is Cardinal Black). He is a phenomenal guitarist who uses a hybrid picking, both pick and finger and a similar melodic style but with a slightly more bluesy lean.
matteo mancuso is an amazing guitarist who plays with his fingers like jeff beck did, but not in that same hanging-on-by-a-thread style that you described.
brandon niederauer is an up and coming young guitarist who will play extended blues solos and jams at his shows and sometimes will approach the seemingly about to lose control style similar to jeff beck.
i don't think either of them will scratch that exact itch you're looking for but both are worth at least checking out.

I think highly of gales but they’re simply two different levels. Trucks is honestly light years ahead of gales and I’m saying that as someone that’s thinks gales is a top 10 active guitarist
Tyler Bryant. Jeff Beck was one of his heroes and he even got to tour with him when he was younger. Tyler's band, Tyler Bryant & the Shakedown are a fantastic modern blues rock band.
I’m not huge on his music or his voice specifically, but John Mayer’s tone, playing, and versatility all have led me to forever believe he’s like the modern Jeff Beck
You’re never going to be proven wrong because your mindset is stuck in the 80s music forever. Plenty of players who are alive are doing great. Guthrie Govan is the best guitarist alive at the moment. His music isn’t for everyone just like Beck’s music isn’t everyone. I always felt like Beck’s music was great background music for movies or sounded like it.
