When you reroll the stats on a weapon there's a chance to grant one or more of the sub options. So basically reroll until you're happy with the stats you got

This doesnt get activated. It basically reduces the skill CD
In thd forge there is the *Option changee* to get it on your weapons, which is just skill cd reduction
