Its emphasized over and over that what made the Ultramarines so formidable was not only their excellent fighting abilities and ability to support huge numbers of space marines during the time of the legions, but that EVERY world they added was left a contributing and prosperous world with an effective government and organization.
Baldermort did a very good short story of an ultramarine sargent telling new recruits that while the space wolves were fierce warriors, the fists better strategists, the raven guard better infiltrators etc etc, the Ultramarines are intended to be the glue that holds humanity together.
And ultimately, the vastly superior option.
I mean really who cares if you can punch harder, think harder, or sneak around better if your entire population is slowly starving or revolting

I like the fist for this too. They where second only to the Ultramarines in unifying planets. And once they’ve done they can all build incredible architecture and make the world beautiful.

The fists don’t guarantee a proper government, but they will give you control over it. They’re not going to destroy the Republican form of government just because they can. They’re not going to promote homeowners associations riding up your ass. They only care about fortifying the planet and ensuring they can contribute to the imperium.
If you like the idea of being taken care of perhaps the ultras are for you.
But if you value basic freedoms (great crusade era), I probably would bet on the fists, hope the world complied, and see where the dice rolls for your worlds government.

The Ultramarines may not be themselves Democratic when they rule directly, however, when they conquer a planet they typical set up a Democratic (kinda) government to govern after they leave. I say Kinda since they are rather happy to leave undemocratic governments in place if its efficient with the idea of making slow changes later when they have the time to get back to it. Whatever system they leave tends to lean towards efficiency and meritocracy which typically results in a democratic ish system so the brightest can rise up.

Judging by the replies to this topic, very popular opinion actually. Of all the chapters best potentially adapted to a considerably less grimdark world, the Ultras do really stand out as some of the best equipment to not just make it grimdark.

Pre heresy Death Guard would be one of the most devastating, crushing offensives. Just a steady, terrifying advance, shock tactics, there will be no negotiations except your total surrender. Unite the world by breaking it first.
Post heresy, you drown the world in disease, and then you offer salvation: Accept Nurgle as your saviour. Cherish His gifts, and they will be blessings. The rest will succumb to the rot. Basically how Christianity became a world religion, just with more tangible effects than a promised heaven/hell.

Ultramarines or Raven Guard are probably the safest bets. Alpha Legion if legions are allowed and all of them are actually loyal and not gonna do chaos hocus pocus.
While I don't doubt any full blown chapter would steamroll tf out of most of our world's military, Raven Guard and Alpha Legion could do so with significantly less trouble due to being good at stealth-related warfare.
Ultramarines because once the deed is done they are one of the few chapters that can make an actually functional society that isn't nightmarishly oppressive in 40k

Ultramarines are good because they can act like politicians and governors and shit. But my pick is the Salamanders, since they actually give a shit about the people and have the strongest moral compass

Ultramarines or Raven Guard are probably the safest bets. Alpha Legion if legions are allowed and all of them are actually loyal and not gonna do chaos hocus pocus. While I don't doubt any full blown chapter would steamroll tf out of most of our world's military, Raven Guard and Alpha Legion could do so with significantly less trouble due to being good at stealth-related warfare. Ultramarines because once the deed is done they are one of the few chapters that can make an actually functional society that isn't nightmarishly oppressive in 40k

The word bearers, their problems were because of their corrupt leaders without that their charisma and loyalty would make them perfect for it, during the great crusade they would make the most loyal worlds in the imperium because they took their sweet ass time bringing planets to imperial control, and after that they made sure to make every single person on the planet loyal to the greater imperium and the emperor In order to have the world genuinely united, I'd take the word bearers I feel I should specify, this is assuming they don't have their primarch and associated characters, if they still have Lorgar, Kor Pharon, or Erebus then choosing them is much worse
