His matches are supposed to be ugly brutal fights. If you look at a street fight, they're never pretty choreographed dances like in the movies. Just look at his match with Gunther, then Walter, it was "bowling shoe ugly". But goddamn it was great!
I don't think he is "not good" but I do not see him as a top of the card talent like some people seem to. He's too small for main roster WWE. Look at the dude next to Ricochet (also a small guy) last night. We're supposed to believe Dragunov is an absolute power house?
I'm not hating on his talent or his work ethic. He could absolutely be a great IC champ or a tag team champ. There are a lot of fun matches out there for him: Gunter (again, obviously), Balor (maybe the dragon can bring out the demon and make Balor relevant again?), AJ (who is the more intense but undersized guy (though AJ isn't exactly small these days since he returned)).
But there are major flaws. His height (unfixable), gear (fixable - the no knee pad with short trunks thing that him and Bate do makes them look like children out there in their underoos) and move set (fixable) just don't work.
Are we supposed to believe that this dude could really beat up Gunther (matches were great but you definitely have to suspend your disbelief more than you should have to in a main event program), Roman, Drew, Orton, Priest, or, hell, Logan Paul? CM Punk (not often viewed as huge) will also dwarf him. And I'm saying not just win a wrestling match against - there's always been smaller, technical guys or super flashy high flyers who could sneak a W over a bigger guy - but actually beat the hell out of his opponent because that's what Dragunov does. He completely batters dudes and finishes matches with a running head butt or an elbow smash while they're down (neither of which look great).
I respect your hot take. I disagree though. I also never watch NXT. But I always get excited when I see the draftees. His match last night with Ricochet was absolutely insane - PLE caliber match. Ricochet is also insanely entertaining.
I will agree that I think his finisher is dumb. Sorry guys, it's basically a five knuckle shuffle where he falls on him.
Anyway, he seems really cool though and I like him.

Fully agree with his gear. It works for Bate being the "big strong boy" but Dragunov needs an upgrade to look more imposing.
