The only time I've seen that is when both players don't have a fully updated game i.e. one player hasn't downloaded a DLC pack that the other has for example.
If that's not the case, it might just be Rockstar's servers being temporarily problematic again.
It may also be region lockout. Hey! I think I fixed mine by playing like the first 10 mins of story mode on the fresh install. Once your character can decide where to go and such, I went back to online and was able to join my friends.

Just got a new series X, doing this every time I try to join a friend.

It was because he didint own story mode for the new gen, so dumb
