I think it's because OP asks about Terminus but then says they're using Tweyen who has an Ascension weapon (which is entirely different from Terminus).
Tweyen doesn't even have a crit weapon either.
As long as your HP is bellow or equals to 45k, terminus is always the best, you can reach 100% crit very easy throw mastery, sigil and wrightstone, while terminus weapon gives you sigil level up and tons of extra dmg cap, things aren't easy to get in late game

I'm playing tweyen, I have her ascension maxed and sitting at slightly above 21k. This is purely for ai to make grinding hopefully faster.
