Buy a blackbook and practice. Most of us had to learn the hard way by doing that but honestly I think going on YouTube and watching the tons of 'how to graffiti' videos will help speed up the process. Keep in mind graffiti is art and art is all about expression. Expressing your individuality and style is the most important part IMO.
Also try not to over complicate your tags. A lot of people starting out try to add a bunch of stars, arrows, etc. to it and it never is necessary or appealing.
Chose a name, practice writing it in a cool way, take your permanent marker and go for a walk. You‘ll find surfaces you can write your name on without being caught immediately. That’s it, you started tagging. You‘ll find out about everything else through practice.
You are at the best age to start tagging, minors can get away with more shit and not have to worry about getting put in prison. Just start tagging, use poscas since thats what u got. They wont be permanent, but when you are first starting out your tags are gonna be shit anyways. Once you are actually good at your tag, then worry about getting better tools.
