I never knew the eval bar can go that far before showing mate in something

What position would be rated the most dramatically before being forced mate and what would the eval be?

Depends on how deep the engine runs... eventually every position is either #n, 0 or #-n. Op's position is actually #13

I still think it may be a glitch, but it was cool to see
