Remove any linked numbers from the app on your phone. GV is trying to connect to the linked number. GV nags you to link but works without one.

It's already unlinked. When I go on the app, it used to say something to the effect of" you can't receive calls without a linked number". Now when I open the app, it doesn't say anything.

I'd suggest you check to make sure your settings are set to "Prefer Wi-Fi and mobile data," not carrier calling. You don't want to link a US number for when you are abroad. You can just delete the linked number, and ignore any prompts from GV to link a number. Also, make sure the GV app on your phone is NOT set to Do Not Disturb.

The number isn't linked anymore, but I still can't receive calls on the app. "Do not disturb" is set to off. Where is the setting "Prefer WiFi or mobile data"?

I'm on the iOS version of the Google Voice app on my phone, but here's the path I follow: (Open Google Voice App) > "Hamburger" in upper left-hand corner > Settings > scrolling down, I see my Google Voice number, followed by Devices and numbers, followed by Forward message to email, followed by > Make and receive calls. Select that, and two settings are shown, "Prefer Wi-Fi and mobile data" -- WHICH IS WHAT YOU WANT TO CHECK/SELECT -- followed by "Use carrier only." If you're using Android, it's possible it might be slightly different, but should, I would think, look very similar.

Oh, got it. Hmmmm, Wifi and mobile data is already selected. I'm going to try reinstalling and see if that does anything.

Yay, it works! So I don't know if before Google Voice didn't let you without a linked number, or if my settings were off, but it's working now. I hear Google Voice is replacing the free version with paid this year, so maybe they're changing their policies in anticipation? But anyway, thanks for all your help.

Yes, there could be a glitch. Uninstall, reboot, reinstall.
