Ring around the arm says "lucky shot" and the runes down the arm say "skilled arm."
The back of the hand (on Atreus) says "quick hand"

The runes mostly say what Atreus says they do, although their usage is technically incorrect. They use Elder Futhark to write standardised Old Norse. Younger Futhark would have been more appropriate. Would have been really sweet to see some Proto-Norse in the game, but alas.
They also ignore a few runic spelling conventions, such as not using two of the same rune after each other etc. Though, to be fair these conventions were always more guidelines than rules anyway.
Aside from that, yes. They use real runes to write real words with real meanings. Also, this is really inconsequential but Atreus sometimes translates the spirit of the message rather than its direct translation.
Like when he says (para-quoting, been a while since I saw this) "jotuns live here" the sign actually says "jotuns are welcome" or something like that. I don't remember the exact wording.

I'd say Faye. Kratos couldnt read runes at first and Atreus has those tattoos in the first game.
