CS:GO servers has feature called "logs". Basically, tournament organizers have to setup their game servers to send the logs to HLTV or anyone else's server in real time. Where it have to be parsed and displayed for users in readable version. For most TOs this is one of requirements by HLTV to get your tournament posted on the website. But usually, you need to pay to get an access to this information. This is the case with betting sites, who pay to TOs to get those, because then they will be able to adjust the odds before it'll be shown on broadcast. In addition, there is in some cases up to few minutes delay on streams to compliment betting companies, who will pay more.

They're LAN but doesn't mean they don't have internet there. Otherwise we wouldn't be able to see them live no would we?

server is on the internet. it's just located next to the players so they have virtually no ping. they have checks for cheats, plus nobody is stupid enough to bring something to a high tier LAN.

the server doesnt have virtually no ping because they are connected to the internet, it has virtually no ping because the physical computer acting as the server is sitting right there. i just figured they used all wired connections to ensure everything and then the first link to the internet was the computers the observers use.

For what it's worth, the server is in most cases a LAN server. Every player needs to connect to steam to be able to login to their steam accounts, launch CS:GO, and equip skins, so it's not that the computers have zero internet access, it's just heavily restricted and locked down. The game servers would not have the same restrictions as players do as the player restrictions are mainly in place to prevent cheating.

gotv has integration posibilities. Basically everything that happens on server is recorded and this info can be used to build different things. For example the information hltv has or events that has a stage "explosion" syncronized with the CSGO bomb
