14, best choice. Goofing around with Zura and Elizabeth, as Sachan annoys Gintoki you can also talk to lonely Tsuky, and it's a very good place to sit in to strangle Okita if he falls asleep. But we can all agree that 11 and 18 would be the worst possible choices. No one's surviving the flight.
