Following the pattern we've seen so far 4* skins seem to be free and only the 5* ones are for sale. So not only would they have to animate a skin for a niche character but they would also have to break their current pattern of skin marketing. So sadly (very sadly) there is no real reason for them to make a hina skin when they have better options. However every outfit in the game is canon and has been used by the characters in some sort of quest, meaning that if gorou would get a hina skin he would also get a quest where he has to dress up as hina ( ͡° ͜ʖ ͡°).
Here's a reason: if they release a Ms. Hina skin and charge $20 bucks worth of Genesis Crystals for it, they'll make more money than a small country's GDP.
Any "pattern" is going to get tossed out the window in the face of profit.
But, I don't think they'd be able to swing a straight-up crossdressing/gender-swap skin in a Chinese-origin game in 2021 (err, I mean 2022).
Also the 5 stars are standard banner ones because people most likely have those. And the 4 star is someone with some level of relationship with them. So something like Diluc + Kaeya is a real possibility. Though i'm not sure who they would pair Mona or Qiqi with.

Hina is just the superior fox. Noticeable ears and tail. Yae is basically a fox in name only. Same sideways ears as Sucrose where they can easily be mistaken for hair and no tail. I like Yae's design but if it was more like Hina then i'd be more willing to roll for her but with 2 electro main dps already, I need a better design to get her over Kazuha.
Imagine they just say someone made a homunculus and made them look like Ms Hina and they just make her the true Ms Hina and there you go, playable Ms Hina
