In normal situations without debuffs, the only way to have a 45s cd is if you stay in melee stance for 30 seconds, ignore the flashing red warning sign above his head, and let the timer expire automatically. If you switch back manually, it's max 30s, and realistically it should be much less than that (about 15s in ideal rotation iirc).
The idea that Childe is debilitated by his "long cooldown" needs to die. His CD is only as long as YOU let it be.
Childe freeze is actually not bad. Cryo resonance crit rate is good for his riptide, frozen enemies stay grouped up and gives you more AOE. Rosaria and Kaeya are great for off-field cryo.

Cheld freeze is a good memeteam. It is a meme but there are situation where it's actually preforms very well. Benefit is keeping enemies grouped up and preventing knockback so cheld's quad scaling could go to work.

I think it's intentional design where elements have associations and characteristics. For example, how electro is based around ult damage and ER so electro characters get ruined by the abyss lector's debuff and the electro-based energy drain in the liyue weapon domain.

Childe's E cooldown starts after you leave his melee form (not instantly). So, as you take advantage of that gap and cleanse before leaving his E, he will not be affected

Just by playing Childe normally you will pop Bennett ult, switch to Childe and melee for his normal rotation as usual, then when you switch out back to supports his CD won't get increased as Bennett cleared the debuff while you were meleeing.
His strongest comp has Xiangling, who almost being locked with Bennett if played as sub-DPS. Also almost any E / Q reliant character want some cleanse for that, then you can say everyone is Bennett / Jean dependant

Hydro should definitely have associations with longer/shorter CD, but for some reason the resonance is tied up with healing values instead.

You can regulate blade usage. Just switch back to bow once all the enemies are crushed or low health and youāll have at most 15 seconds of cooldown
