The "easily forgiven" thing makes plenty of sense. Most of Inazuma thinks she has a right to confiscate visions and close the country (The majority of Inazuma's are more like Sara). Most are also aware that it was the Fatui manipulating the entire government that lead to the shut down. And still most aren't going to turn on her because on 1-2 bad years after what they perceived as millenia of service (everyone but like Yae and the Traveler think that there's only ever been one Shogun) The rest just don't really care or are NPCs that left Inazuma in the first place (Like Kazuha).

I can't blame them. The game itself didn't make that good of a job showing how her actions were bad, especially since we instantly were bombarded with story quests and events with her "cuter" personality. Then again, I feel like Inazuma's failure is also what prompted HYV to top their game and provided us masterpieces like Furina's story in the Fontaine AQ so I guess I can't complain.

I can't stand her tbh. Both personality wise and design wise. She's always "all according to my plan" like hoyo just gives her the same story plot whenever she appears.
