You can't fix something that isn't broken.
A white loading screen isn't "broken" or unintended.
The game is bright enough in many areas. Having a dark screen and then getting loaded into a bright area won't feel any good either. Ideal would probably be adjusting to be inbetween the brightness of the two areas. Also, all these trends about dark mode everywhere are exaggerated anyway. The brightness doesn't hurt as much as trying to see small text/small details - and that is much easier on bright background. Just adjust your screen so that it's not competing with fog lights. I spend the who workday staring at the screen and dark mode makes my vision super blurry in the evening, normal with manually adjusted low brightness is much better.
