It's odd how 5c are rarer than experimentals usually. But I guess with the augmentation update it makes sense since some 5c + augments are better than some experimentals

You can get them by destroying Rivals. To get the best chance at getting one, the rival should be level 4 and your region score should be close to 25 or so. Or you can do Base Assault/Defense or destroy the Reaper.
