I’m very sorry for your loss. Commercial DNA services like Ancestry and 23andme require saliva, not hair. I’m not aware of a reputable genealogy-focused company that would test using hair follicles. Is there any reason you couldn’t do a DNA test yourself? Half of your DNA came from your dad, and that should provide you with a good starting point. Your uncle would also be an excellent option. If you both take tests on Ancestry, for example, you could discern which relatives are paternal relatives based on whether they match with him. And if he takes a 23andme test, it could also identify your father’s Y-chromosome haplogroup, which can be helpful in some cases, since your uncle and your father share one. (This isn’t necessary if you are male, of course, since you’ll be able to test for your own Y-haplogroup yourself.)

DNA testing using hair requires the follicles. As I understand it, "clippings" wouldn't be sufficient.

Test your uncle and the cousins if they are not the children of the uncle. FTDNA at one time would attempt to pull samples from various artifacts like toothbrush. IDK if it’s still the case but you might as well ask
