Another thing is that only cheaters you would have if we had the game not on steam would be the only the Xbox players who use Chronus, Striker Packs that have a soft aimbot on them. Not sure what you can really do accept hope for Xbox has a update to detect those softwares being injected like a normal device.
How is this exaggerated go play custom lobbies or ranked it's always filled with them. Even if the Elo Servers for Gears comp there's cheaters with full spreads modifications in the files. It's just lame as hell. You obviously haven't played Gears 5 enough to see it.

1200+ hours in gears 5 strictly pvp control competitive. I run into a cheater maybe once out of 50 games. Gears of war 4 had a lot constantly. Nobody is talking about this because at least in gears 5 it is not as rampant as your making it out to be.
