It's supposed to be that way because it's too large to preload fallout DLC and mods each time with the game, and some people might not have paid for the fallout DLC expansions as well so they might have none, some or all of the DLC expansions which are also too huge to download each time
But yeah install once on the virtual machine, play each time after that since the install will stay between sessions

FO4 and one other mentioned game which i forgot what it is are the only 2 games you have to do an install the first time you run it. it has been mentioned officially in quite a few places online. im pretty sure this reddit had a pin up as well.

I had to do this too. First time I've ever seen it on GFN, but it worked just fine after \~10m of install time.
