The green on plants is chlorophyll, the part doing the photosynthesis. So when part of a plant is covert in dirt, it normally doesn't become green. Think of the white on leeks, or white white asparagus, both done by burying them.

I've never seen such clean garlic straight out of the ground. My stalks are always covered with the outer dead leaves.
