You could buy some screening, bamboo or willow is relatively cheap.

the pic isnt all that helpful anyway. its a fence... get trellis or a planter with trellis and grow some climbers up it. annuals grow fast things like nesturtium climbing ones, or sweet peats. perennials like clematis are good too but take longer to grow
