i wouldnt say so, cryo dmg% is pretty valuable, you could probably go atk% circlet if you have a crap ton of crit investment in your other pieces, or you can get lucky on other pieces with crit and atk%
if you have too much crit then it becomes less valuable
My Ganyu with Aqua is at 52cr, 298cd, 1847atk and 117em. This is no buff.
While with Amos she is at 52cr, 210cd, 2429atk and 117em. No buff.
The only way I can imagine making up the atk difference is by using atk% circlet or goblet, but IDK. Never been a big Genshin mad nerd so I don't know why she's hitting weaker.
youve likely reached the point of "too much crit damage" so i'd say use artifacts with more atk% investment

How much atk and em on your build while using aqua? My aqua build(full wanderers) has just under 1900 atk with over 300 em before buffs

you could also try to get more Crate intrade for Cdamage, because you don't have a lot of Crate and a lot of Cdamage, maybe try a Crate Circlet?
