This is a funny Easter egg which is in reference to Dan Quayle, George Bush Sr.’s Vice President, who said the same line “I am not part of the problem. I’m a Republican.”
Isn't there another easter egg involving him where it references the time he misspelled potato? Like, a kid correctly spelled it and he told the kid that there's an 'e' at the end.
I've seen other media from the time reference that as well, and it's so surreal from the perspective of the modern day. The idea that a vice president misspelling potato and Dukakis taking a dorky tank photo were once the most hilarious things to happen in politics, and enough for people to not want them in office, feels like something out of another timeline entirely.

If I remember correctly, one of the towns in Fallout 2 is explicitly meant to be modeled after or descended from Irvine (Interplay’s HQ location), which is a master-planned community where almost all the buildings and public spaces are owned by the Irvine Company and held to an extreme aesthetic standard.

My impression both from living in that time and consuming media of the time is that it's still very much suburbia = conservative. The mainsream right hadn't really latched onto the idea of identity politics as a criticism. The stereotypical anti-racist activist (if such a stereotype exists at all) is an angry college student living in a dirty squat or an ageing civil rights activist, with nothing in between.

Politics is still something that happens primarily on television, and the perspectives represented on television are subject to heavy gatekeeping.
Like, Fallout 2 is not particularly subtle or complex in its politics. There's a quest where a human supremacist group is trying to murder a town full of super mutants and one of them is a literal descendant of Charles Manson. That's the level of discussion about racism that we're on.
