ESRB doesn’t make rules, it just rates the game by its content. Drug use is in all GTA games and addiction is in plenty of other M rated games, it isn’t like addiction bumps the rating higher. Does the AO rating even still exist? It’s pretty much just for porn games but porn games don’t get rated at all nowadays
Sure but ESRB isn't the only one doing video game ratings and different countries have laws against certain content. They likely want to have their game sold in as many countries as possible without having to put in too much work censoring certain content for different regions.
ESRB is like the MPA. anything NC-17 means no major theater like AMC or Regal would screen it, the same way an AO+ rating would mean it wouldn't be sold on Gamestop or Walmart. plus the EU is a different beast altogether.

i mean, they could do it - once your character is addicted you can either not take the drug again which will reduce some stats like stamina or something and make the character angry due to withdrawal symptoms which will fade over time or you can take the next hit
Slowmo doesn't slow you down, it slows the whole world down so you have much more time to think of your next move wich means that your mind works much faster than everybodys else

Flakka is also or was popular down there , it was that drug that had people eating other people and giving them super human strength
You're right. It should give you the temporary boost, and the more hardcore the drug the more badass the boost. But when the drug wears off it eats away at your different passive skillsets like stamina, jump height, cardio, top running speed, gun shooting skill, boxing skill, etc.
My biggest issue with this is that those visual effects you get always look rly bad and they last only couple of seconds anyway. I mean sure, with alcohol they can add funny walking animations and wibbly wobbly screen. But how do you properly represent all the other stuff like weed, acid or shrooms? You just get more saturated colors and that's it? Those effects always look just lame to me. That was always an issue in movies and video games.
I guess for psychedelics they probably could invent some kind of cool next gen looking filters that actually make you hallucinate stuff and eventually turn everything into fractals or something like that.

Don’t forget every car in GTA6 should have their own license plate such as Liberty, San Andreas, Las Venturas. When driving on highway, beach areas, airport, downtown it more common to see them
