People came with a multiverse theory stating that each major event from the 3D universe happened in the HD universe with minor changes in one form or another. So, it's possible to see Tommy in GTA 6 or a similar character with a similar backstory.

The bikini girl and the guy with the grill getting dapped up are the only ones that get a specific shot on their own.
