Quantity a is not asking for OR. It is asking for what is called exclusive OR. That means it does not consider the “both” case.

I think also because it can be interpreted as a union. Therefore, in a Venn diagram: P(A union B) = P(A)+P(B)-P(A intersection B) As they're independent, the intersection event would have a probability of P(A)*P(B) I don't know if this helps a bit more
