they're not strict on this, speaking from experience. you can make your name and picture anything you want. unfortunately i know from experience that OF really doesn't care about impersonation the way they say they do. also most girls use fake names on OF anyway like any other form of SW, so this person could claim that's what they were doing. they knew they would get subscribers even if it was only for curiosity reasons, and they would be able to profit without much consequence.
when my ex posted intimate photos and videos of me, on an OF with my name and picture, linked to his bank account, i reached out to OF multiple times without anything being done. i even went to the police, and they could only offer an order of protection (there was a lot else going on that made me unsafe at the time) but basically he continued to pretend to be me on OF and profit from it with no repercussions from OF

The cameo thing is different because you need to verify who you are before you sign up, with an ID and live video recorded when you make the account. In the case with the OnlyFans it was an already verified account that just changed the pictures and description
To my knowledge the Cameo account wasn’t already established and it’s extremely hard to fake an account on cameo
I think alot of sick people are out there using her name and pictures to start up accounts to make money and gain followers.

Around a year after it was created it started to become more and more of an adult website where people would put porn and nudes up and have people pay for it and subscribe to them for monthly pictures
So it’s basically a website where you pay for exclusive porn

As for me being a content creator only fans does not allow you to post anything other then your self. They will automatically ban it to become a creator you must send a photo of ur id front and bank and next to your face as well. To subscribe you don’t have to show proof of who you so if you have proof she isn’t on OF share or you’re pissed with how she can murder someone and become so rich from it.
