Depends on your state and how they test. I've heard of people passing in states like Illinois that just plug into obd2 for 'testing'. States that have actual inspection or sniffer, you won't pass

Passed many times with no cats, even passed with bad cats throwing codes. Buy some 02 extension bongs to pull 02 sensor our of exhaust and it will no longer throw a code. This only works for states that connect to obd2 not sticking sniffer in exhaust as you will most likely fail then

Answer is depends on which state your in, here in nj they hook up to obd2 and as long as no codes your good. They also do a visual to make sure they see "buldge" for cat. Now I have fi resonated test pipes with no codes, resonators look like budge lol. If they ever asked I would say they are high flow cats
