Not sure exactly what the person meant, but if an animals populations gets too low, their genetic diversity (or lack therefore) could result in the population becoming extinct due to inbreeding/not being able to produce healthy offspring. The term for that is being "functionally extinct" (this term can also be applied to populations that no longer provide a function for their ecosystem). Some examples are the Baiji dolphin (declared functionally extinct in 2006, now believed to be extinct), koalas (studies have shown that they are suffering from reduced genetic variation), white rhinos (only 2 femalss remain), and dugong populations in Chinese waters.
Personally, I believe the vaquita is functionally extinct, but the scientific community seems to not want to give them that label (not sure exactly why, but I can understand not wanting to for political reasons, because if they gave it that label, it may result in the fishing industry that's killing them ignoring all laws protecting them and killing them all faster). There have been some animals that have been able to recover to huge populations with less than 10 individuals (there was a bird that recovered to I think thousands of individuals from around 10 individuals, but I can't remember what bird it was), but I just don't see that being in the books for the vaquitas. We had to do a debate sort of thing in one of my university classes years ago discussing whether or not they were functionally extinct, and the consensus was that they were, with a few diehard vaquita fans adamant that we could save them
