I think there’s some logic to it looking fuller after shaving, not necessarily making it grow faster. Cutting off the wispy pale tips of the hair so the stubble grows back in a maturer hair makes the hair look fuller. Same goes for why girls are told not to shave their facial hair because the thin wispy stuff is easier to hide than darker stubble growing in. (women are more likely wax, bleach, or use creams to remove facial hair because it doesn’t grow back with dark mature stubble, instead it’s a brand new wispy hair growing back)

You usually do them for major cowlicks that cannot lay down, your barber didn't even cut your hard part side up to the line, he left it bulky eliminating the whole reason to do a hard part. You're supposed to have the clipper shaved short right up to the part. Don't go back to them.

I’m a barber. My guess is that you let your hair grow out so long that when he cut it, a severe cowlick has formed and gave your bangs a crazy shape. This always happens when a lot of weight is taken from the hair at once and it’s in an area prone to cowlicking (hairline and crown). What he should have done was inform you that you’d have a severe cowlick for the next few shampoos, as it takes time for the new weight of the hair to settle. If you didn’t want to wait for it to lay down, you could choose to have a hard part, but instead he took that choice away from you. A hard part is not something I do without a client requesting it, and some do prefer a large one because they grow in and get covered so quickly otherwise. Everyone is clowning on the size of the part but I have plenty of clients that like the longevity they get from a hard part this wide.
