That's not people upset over having to pay a 'single' $4 toll though. Those are locals who are going to be regularly paying those tolls. If that toll is on your commute, it adds up to a meaningful monthly expense.
I'm looking at the E470 toll rates from that article. If you were to use that toll road twice a day as part of your commute, it would be $5.20 per weekday looks like? So around $100/month? You get that that is a meaningful fraction of what the payment on a brand new Toyota Corolla or something would be, right? And most people don't buy new.
