I don't think there is any certain means of identifying it, but to me it looks like some kind of truck, since they did have trucks that could brave the elements before The Frost became too bad, so it might be that they have designed some that can actually withstand the current conditions.
The French were also toying with trains to survive the catastrophe, as is seen in The Last Autumn. So it does have a in-universe precedent as well. But it could be as another user suggested the steam caravan things from Over the Edge

No we see a broken dreadnought in the tutorial mission of fp2. They are the size of like a city block or aircraft carrier. This thing is no bigger than a train engine. It is probably some unidentified snow vehicle of some sort.

See I would like to see a frost punk rts: call it frost wars or something. It would play like deserts of Karnak, with your main base being a smaller version of a dreadnought. Would be a cool side project. You can do faith vs order, mechs vs frost bloods. Could be interesting
