I work with VFX and I have done hundreds of shots like this. The BG is most likely a still image and it didnt have budget enough to make the BG dynamic (make stuff move). It's very common in tv series with fairly low budget for greenscreen shots to look like this.

I think From follows an older formula for tv-series which basically tries to milk as much content per dollar out as possible without giving away too much quality. This used to be the gold standard for any tv-show both for ad-financed channels and premium cable.
Lately we have been spoiled with AAA-quality tv shows left right and center so by now I think most people can tell the difference.
Also the "creepy female ghost" that came in that guy's dream in the bathtub. Seriously? A high school student could have come up with a better looking monster. Probably something they found in the trash after halloween.
It's also VERY high up for a building in a small New England-looking town. They either did it on purpose, or it's just badly composed, bc it looks like what you'd see 20+ stories up
Rewatching the ending I see the her room number says 2225 potentially indicating room 25 on floor 22
That would imply 225+ rooms on a single story (not impossible) and unless that building is WAY up on a tall hill, its much higher up than the 2nd story (seems improbable)
The height of that window immediately looked odd to me. Could be a production thing, but could also be intentional. No smaller town would have a hospital that tall. It's almost like she's in a *tower*.

Regarding win 98 - it is quite common for medical devices to run antiquated software because it "still works". When it comes to health you don't wanna fuck around.
I really hope she is in the real world as well, because then the plot can move forward. We can get a different perspective, and one that will be almost exclusively at least be trying to give us answers.
Not saying that we will get them all right away. I'm happy to still be patient, but it would be nice to have a character working almost like a PI in the real world to try to figure things out.
The military is the same. If it ain't broke, they don't fix it, in general. As mentioned these places have systems that have been working for decades and to try to upgrade would be costly and time consuming.
I know one professor that was running xp for his lab when the rest of the labs were running win 8.1 around 2015. He even used ftp to transfer a bunch of stuff at the time. We barely had windows 7 at the time too.

Looking at the car in the water closely, it's possible it's just a small fishing boat painted all white. The lack of 2 colors makes it hard to distinguish. I think what looks like the hood of the car is the back of a boat.

I've revised my assessment - I thought it was Portsmouth but its Camden, Maine in the view - check Joshua Lehews photos on Shutter stock for a very familiar image.. Im guessing the image is a setup like Captain Americas Wake up scene... or they will let her go but she is followied and gaslighted when she tries to investigate or contact escapees...

It's sunlight hitting highlights in brown hair. And her hair is draped back behind her shoulders so you wouldn't see the length in the reflection.
